BPA Safe by Triskelion

BPA is banned in food contact materials. Demonstrating that your product meets that standard requires more than a supplier declaration. BPA Safe by Triskelion is an independently issued certificate confirming that BPA migration of your material falls below the detection limit of 1 µg/kg, as required under Regulation (EU) 2024/3190. Analytically substantiated using LC-HRMS. Verifiable by buyers, auditors and supply chain partners in the Triskelion database on this website.

Introduction

Why BPA matters

Bisphenol A is an endocrine disruptor. It interferes with hormonal systems and has been linked to reproductive toxicity, developmental effects and metabolic disruption. The European Food Safety Authority concluded in 2023 that BPA in food poses a health concern for consumers of all age groups, reducing the tolerable daily intake by a factor of 20,000 compared to the previous standard.
That scientific reassessment is the foundation of Regulation (EU) 2024/3190. The regulation bans the use of BPA in most food contact materials including plastics, coatings, inks, adhesives, silicones and rubber, with transition periods running to 2026, 2027 and 2029 depending on the application. Regulatory attention has also expanded to other hazardous bisphenols including BPS.

New rules, new expectations

The detection limit the regulation now requires is 1 µg/kg. That is fifty times more sensitive than the previous specific migration limit of 0.05 mg/kg. Not all standard migration methods reach that level. The method used to demonstrate compliance matters as much as the result.
For producers of food contact materials, this raises a practical question: how do you substantiate a BPA compliance claim when buyers, auditors or authorities ask for proof? The regulation does not make analytical testing mandatory in all cases, but where testing is used, the method must be capable of reaching the detection limit of 1 µg/kg.

What BPA safe actually means

BPA Safe does not mean absolute absence. It means that BPA migration is not detectable above the defined detection limit of 1 µg/kg under specified test conditions, assessed for the specific product and intended use, using LC-HRMS methods and well documented.
This is the difference between a marketing statement and a defensible claim.

Why a certificate and not 'just' a test report?

BPA Safe by Triskelion includes a technical dossier review, verification of applicable test conditions, migration testing under relevant scenarios, a defined validity period and reassessment requirements in case of changes. This provides a structured basis for QA and regulatory affairs teams, retailers and brand owners, international customers, internal audits and competent authorities.

What you get:

Certificate holders receive an official BPA Safe certificate, two years of authorisation to use the BPA Safe by Triskelion mark in their own communications, and a dedicated listing in the Triskelion BPA Safe database on triskelion.nl. The listing includes a product page with image, validity period and a link to the certificate holder’s own website. The certificate is verifiable by anyone in the supply chain.
The investment is €2,500 including analysis and certificate.

Who is BPA Safe for?

BPA Safe by Triskelion is relevant for:
  • Food contact material manufacturers
  • Packaging producers
  • Converters
  • Brand owners
  • Private label suppliers.

It is particularly relevant for QA managers, regulatory specialists and R&D teams who need their BPA compliance claim to withstand scrutiny from buyers, auditors and authorities.

What happens if something changes

A BPA Safe certificate remains valid as long as the formulation, suppliers, production process and regulatory conditions remain unchanged. If relevant changes occur, reassessment is required to maintain the validity of the certificate. This ensures that the claim remains reliable over time.

Why Triskelion

Triskelion combines laboratory excellence with regulatory expertise in food contact materials. With years of experience in migration studies and deep knowledge of European food contact legislation, we use LC-HRMS analysis to reach the detection limit of 1 µg/kg the regulation requires.
We do not only test. We define, interpret and secure defensible compliance.

Prepared for increased scrutiny

EU Member State authorities are increasing their focus on compliance with food contact legislation. A properly substantiated BPA Safe status reduces the risk of difficulties during audits, procurement reviews or regulatory inspections. The transition periods under Regulation (EU) 2024/3190 run until 2026, 2027 and 2029 depending on the application. The window to act as an early adopter is open.

Frequently Asked Questions about BPA Free certification

What is BPA and why is it banned in food contact materials in the EU?
Bisphenol A is an industrial chemical historically used in certain plastics and epoxy resins, including applications in food contact materials. The European Food Safety Authority concluded in 2023 that BPA poses a health concern for all consumer age groups, reducing the tolerable daily intake by a factor of 20,000. Commission Regulation (EU) 2024/3190, adopted in December 2024, bans the use of BPA in food contact materials placed on the EU market.
What is Commission Regulation (EU) 2024/3190?
Commission Regulation (EU) 2024/3190 bans the use of Bisphenol A and sets stricter rules for other hazardous bisphenols in food contact materials. The regulation entered into force on 20 January 2025, with transition periods of 18 months for most products and longer periods for specific applications running to 2028 and 2029.
Does BPA Safe mean zero BPA?
BPA Safe does not mean absolute absence. It means that BPA migration is not detectable above the defined detection limit of 1 µg/kg under test conditions. The method, detection limit and test conditions must be clearly documented.
Is the term BPA Safe legally defined in EU legislation?
The regulation sets compliance obligations and restrictions, but does not define BPA Safe as a legal label. Any BPA compliance claim must be truthful, substantiated and not misleading, and must be backed by clear technical documentation.
Does the ban apply only to BPA or also to other bisphenols?
The regulation explicitly addresses other hazardous bisphenols and bisphenol derivatives, including substances such as BPS, and sets conditions for their use or prohibition in food contact materials.
What is migration testing and why is it relevant for BPA compliance?
Migration testing measures whether a substance transfers from a material into food or food simulants under defined conditions. For BPA compliance, migration testing demonstrates whether BPA is detectable under realistic use conditions. Testing must use methods capable of reaching the detection limit of 1 µg/kg.
What is the difference between a test report and a BPA Safe certificate?
A test report documents analytical results for a specific sample tested under specific conditions at a specific point in time. A BPA Safe certificate adds a controlled scope, defined claim wording, validity rules and requirements for reassessment if relevant changes occur.
How long is a BPA Safe certificate valid?
The certificate remains valid for two years, provided that the formulation, suppliers, production process and regulatory conditions remain unchanged. If relevant changes occur, reassessment is required.
What could make a certified product no longer eligible for the BPA Safe claim?
Examples include a formulation change, a supplier change, a process change affecting migration behaviour, or new regulatory requirements that fall within the certification scope.
Do retailers and brand owners require BPA documentation?
Increasingly, yes. Retailers, private label buyers and multinational brand owners request documented evidence for BPA compliance claims as part of supplier qualification, ESG policies or internal compliance systems.
Can manufacturers place a BPA Safe logo on products without certification?
Manufacturers are responsible for any claim they place on the market. Without robust analytical evidence and a clear definition of what BPA Safe means, claims may be difficult to defend when challenged by customers, auditors or authorities.
Does BPA assessment apply only to food packaging?
No. BPA assessment may also apply to materials used in food processing equipment, reusable containers, kitchenware and certain other applications where food contact legislation applies.
How does BPA Safe certification support audit readiness?
A structured BPA Safe certification file provides clear documentation of compliance, reducing the risk of difficulties during audits by customers, certification bodies or competent authorities.
Is BPA Safe certification relevant outside the European Union?
Yes. While this certification is aligned with EU legislation, many global markets monitor EU regulatory developments closely. Demonstrating compliance with strict EU standards can support international market access and customer confidence.
Where can I find the official text of Regulation (EU) 2024/3190?
The official legal text is published on EUR-Lex at eur-EUR-Lex – 02024R3190-20260223 – EN – EUR-Lex.
How do I request a BPA Safe assessment for my product?
Contact Sander Aalders for an initial evaluation. He will assess whether your product and material qualify for the BPA Safe by Triskelion certificate and explain what the process involves for your specific application.
