Food safety through compliance

Food legislation ensures that the products reaching the market are safe, properly labelled and fully compliant with both EU and global standards. But navigating the rules is complex, especially with changing requirements across different product types. Legislation

What regulations apply


Food and feed products are subject to a broad and evolving set of legal requirements at both European and national levels. These include:

  • General Food Law (Regulation (EC) No 178/2002) lays down the basic principles of food safety in the EU. It places responsibility on food businesses to ensure products are safe, science-based and traceable. It also established EFSA, and sets rules for crisis management, product recalls and clear consumer information. In short, it covers overall safety, traceability and labelling.
  • Contaminants and residues legislation (Regulation (EU) 2023/915, formerly 1881/2006) sets maximum levels for substances such as pesticides, veterinary drugs, heavy metals and mycotoxins.
  • Residues of veterinary medicinal products (Regulation (EU) 470/2009 and implementing acts) define Maximum Residue Limits (MRLs) for substances resulting from the use of veterinary drugs in food-producing animals.
  • Prohibited substances (Regulation (EU) 37/2010 and Directive 96/22/EC) ban certain pharmacologically active substances such as hormones and beta-agonists in food-producing animals to protect public health.
  • Allergen and authenticity requirements (depending on scope: e.g. Regulation (EU) 1924/2006, 609/2013 or 2002/46/EC) ensure accurate labelling and correct species identification.
  • Nutritional legislation regulates composition and claims, especially for sensitive products such as infant formula or food supplements.
  • Packaging and food contact materials are regulated under the FCM framework, including EU 10/2011 and updates such as EU 2025/351.
  • Environmental and process contaminants such as PFAS or MOSH/MOAH, originating from packaging, processing or the environment. are increasingly addressed under the contaminant framework (Regulation (EU) 2023/915) through monitoring or specific limits.

In addition, country-specific systems such as the Dutch Warenwet and international frameworks like FDA, BfR or the Swiss Ordinance may apply depending on your market.

Complying with these frameworks requires not only the right testing and data, but also the ability to interpret and apply regulations to your specific product and supply chain.
